No communication from seller for over 4 months - how to get my refund

Hi, how do I report a seller who didn't post my item for over 4 months and is not answering any emails? I cannot find any way to get my refund for the item, as all the links lead to the same page with my purchase history - as the item was paid for over 4 months ago, there are no active links next to the item to report this issue to ebay. Thanks.

Did you use PayPal to pay? If you did, you have 180 days since the date of purchase to open a case.

Four months is far too long for anything to happen through eBay

If you paid with PayPal, you have 6 months

Welcome to Ebay i just got scammed they sent me a false tracking number but there still allowed to sell you will never get a refund i cant
