If the price is italicised, yes. But be aware it is an estimate as the conversion rate, plus conversion fees, will be what is current at the time of payment.

forget ebay global it's a blatant rippoff contact the seller and ask for another company ( usps) i guarantee you will save half if not more in shipping fee's!

The global shipping covers sellers within their own country - all they have to do is prove - they sent it - to there.
What happens or does not happen afterwards they are totally covered for/by.

Not for INR you aren't, if the seller can show that the item has been posted to Pitney Bowes, then they are covered against INR claims.
