I purchased a board game back in January 2020.
The listing at the time said August 2019 availability and on the shop it said buy now.
Its been 5 months since I purcashed the board game, store via direct email have not responded to my refund requests.
How can I ask for ebay to step in and issue a refund for this item? I have followed the guide but cannot see "See request details (if your item didn't arrive)" at all and no option to ask for refund.

You only have 30 days from last estimated delivery date to open a case in eBay.
But you have 180 days in PayPal.
Log into PayPal and open a case for INR in their resolution centre immediately.
