Restriction on making bids on items

I have been attempting to place some bids on items I am interested in and keep getting this same message back from eBay

"Problem with bid
You are unable to purchase this item due to restrictions from the seller. You have winning bids, submitted offers or bought 1 item(s) from this seller in the past 10 days. Please contact the seller for more information."

I have been in touch with the seller and been told other bidders have contacted her for exactly the same  reason

What is going on with eBay ?

They need to go into their buyer requirements and untick the box saying restrict buyers from buying more than X items.

Remind them to turn on "apply above settings to active and future listings" or it will turn on again.

If the box isn't actually ticked, they can add you to their exemption list. Same link, and click on buyer exemption list.
