Seller cancels then claims I cancelled item.

So ordered an item supposedly in Australia, all names on PayPal etc suggest Hong Kong seller, no biggy as long as I get the item. Next day claims their entire current stock is defected and don’t know when they are getting more - cue the items aren’t actually in Australia. Comes back and suggests a refund I say ok. Then the request comes through saying I wanted to cancel yeah no. So my question is does this affect anything my end, and by saying I wanted to cancel is he avoiding anything his end.

It doesn't affect your account at all.

He has used the "buyer requested to cancel" reason to avoid an out-of-stock defect.
