eBay have removed this China based seller.

 

Find the transaction in PayPal & open a case for item not received.

 

Escalate to a claim as soon as you can...do not  let the case time out.

 

Buy local...check the feedback to see where the seller is registered.

Do as Tuck said immediately. If you open in PayPal, you should be able to escalate pretty quickly.

It's interesting breaking down scammers listings.  I come across dodgy sellers regularly and easy to spot when you know what to look for.  Oddly I find the simpler the listing the more 'sales'.

 

In this case, without seeing the full listing a few striking issues stand out:

 

1. $16 for a 5 litres of IsoPropyl Alcohol is one third the retail price.

2. The sellers ID starts with 'Z'.

3. The photo in the listing is just a simple label on a white container.

4. Feedback shows items in HKD most items 'Private listing'.

5. Feedback shows a block of 14 'sales' all by Unregistered users.

 

I suspect scammers register dozens of new accounts set up fake $1 items and buy them off each other and build up feedback before going on to bigger and better fish down the track.

 

If it's too good to be true - it probably is.
