i need information about a local courier who failed to deliver despite saying s/he had done so.
ebay is not fulfilling the guarantee about global shipping being successful

Apart from the fact that this thread is 2 years old -
Never believe anything eBay tell you in regards to returns.
Try contacting the FOS (or whatever it's called this week), providing you have proof that you have been ill-advised by eBay.
It is always better to get your money back than having a vent, and the best way to do that is to read and understand eBay's T&Cs. That way you know where you stand, legally.
