Trying to get a refund on an item ordered before july 2021 that was never delivered ..

When you want to report an item that was never sent and the item was ordered before this financial year, there doesn't seem to be a way to report that item ..

Correspondence with the seller has been going on since approx April 2021 and the last request to the seller was a refund on the item ..  This has gone nowhere ..  Ebay should have a site where you can post or link the correspondence to show them the problem ..  Why is this not an available feature ?  Where can you correspond with a live eBay chat so these types of problems can be sorted ?  Is this a deliberate policy by eBay to avoid problems that are just a little too far back for them to be bothered with ?

When a problem reared its head about another item that I hadn't even asked about a refund on, suddenly eBay was there organising a refund even before being asked ..  For that I was grateful but was it just because it was so soon after the original order was placed ?

It shouldn't be so hard to get a reported problem through to them ..

There are time limits on eBay, you need to use the tools they give buyers within those time limits

It is 30 days past the last day of the estimated delivery date

You do not need to go back and forth for months with the seller, you open an item not received dispute and escalate it before time is up

No use in adding more tools/features when people choose to to use any of the ones already provided

eBay explicitly state that you have 30 days from the last estimated delivery date to open a case. If that time has elapsed, as it would appear it has, then you are correct - eBay will do nothing.

You could try Paypal, if you paid that way, but that is limited to 180 days from the transaction date.

If you used a credit card, you could try your bank, but you are probably out of time.

For future reference, never lat a seller string you along past cutoff dates. Get your money back. If the item was actually sent, you can repay when it arrives.

You are way too late to open a dispute through eBay. If you paid with Paypal, open an item not received dispute with them right now, and escalate it to a claim as soon as it allows. Check daily to see when the option appears. Don't allow it to time out. You have 180 days from the purchase date to open a Paypal dispute.  If you didn't pay with Paypal, but with a credit card, then your only option is to do a chargeback through your card provider. 

Edit: it has nothing to do with financial year. You left it too long for an ebay dispute. You'd have the same issue had this happened in January.

You wouldn't have been disappointed if you had opened a case within Ebays time frame.

All you can do now is open a case in Paypal, and never let a seller string you along for any reason in future. Don't negotiate in future, just open a case and let it play out.

Some sellers have a vested interest in delaying tactics that discourage you from opening a case - they are well aware of the time frames and will tell you anything to put you off.

Ebay gives you every tool you need in order to either get your goods, or your money back, but you have to use them in a timely manner.

If correspondence has been going on since April it means that it was bought some time before that.

If it is more than 6 months since you actually bought the item you have also missed the time for a paypal dispute.

It is hardly fair to blame ebay for your lack of understanding of the rules.

It isnt that hard to report a problem to them,  if you are familiar with the process,  it's normally a couple of clicks and you are done,  but if you dilly dally for 6 months way past the timeframe available, what do you expect.

Learn the rules before buying or selling.
