Who chooses the courier?

Hi, I would like to know is it the seller chooses the courier or its automatically chosen for them? I recently purchased an item on eBay and the courier company delivered it to wrong person. The seller said they are not allowed to choose the courier and its automatically chosen for them. The courier company is “couriersplease “

If the seller is using a courier broker such as Sendle, then Sendle decides which courier to use depending in the buyers location.
