You will need to contact ebay directly if this is an account issue (this forum is just populated with members like yourself).
If you click on Customer Support at the top right of the page, then select Contact Us, you will see a range of subjects to choose from, and once you select the most suitable topic relating to this issue, options to contact eBay will be revealed (not all options are available for all topics, eg some might have email contact only, others will inlcude Live Help (online) and/or a customer rep to call you back.
On the odd chance a member here can help, are you getting a specific error message when you try to purchase, and if so, what does it say?
