As the title suggests...
I bought an item on the 28th of August, still had not received by the end of september.
I opened a dispute, and then after 3 days of not getting a response from the seller I left negative feedback.
The seller is now saying that they will not refund me until I leave negative feedback despite me saying that once I get my refund, they send me a feedback revisement form and I will change my feedback accordingly.
Now the seller is saying "you broke your promise! you will not get your refund!"
Why can't I report this seller?
This behaviour is appauling.

Ignore the threats, they have a habit of getting feedback revised by bullying tactics
they have no control over the refund

Follow through with the dispute. Have you escalated it?
You WILL get a refund. Not sure why you negged the seller when you did. Once it's in Paypal's hands you don't communicate with the seller. Paypal does.
