Please be very aware of the seller <Removed> i bought a box of cotter pin from him on the 06/10/14, up to date still haven't received item. After several emails he deceided to "repost" an other one still haven't received either ones, i contacted him again with the issues, but this time he is not answering my mails. eBay tried as well still no response, i believe this seller are running a scam base on his feedback profile. i'm posting this piece jut to let others not to fall in his trap.

Those feedback numbers would give a score of about 99%, not too bad.
My advise is not to accept a resend for O/S goods. Time limits to open a case are too short for these purchases. Get a refund and reorder. Same result as a resend but you don't lose your buyer protection. Learnt that the hard way.

Now you know not to listen to others.
Simply follow the normal procedures.
You can always open the case and that gives another 20 days before it's need to be escalated to a claim.
Then if it doesn't arrive, escalate.
If it arrives after you receive a refund, simply repay using PayPal.
PayPal deadline - 45 days
Feedback - 60 days

Not too bad? I hope your tongue was firmly in your cheek when you typed that. Anything under 99.5% with a high volume seller would have me hitting the back button and unless there wasn't another one available elsewhere I would probably leave it if it was below 99.8% if there were a number of revised feedback too.
If an item doesn't arrive within 12 working days for domestic and 15 for international then I open a dispute, I give it another couple of weeks if it is international and escalate if still a no show.

No, i was asked by the seller to give him time to post another one. I did and the other one has not turn up yet, meanwhile the time of grace allowed by PayPal expired: i lost, the money is not the issues the principal is.

Between the seller asking for time to repost the new one, the time allowed by PayPal has expired so i couldn't do anything to give him negative feedback.
eventhough i contacted Ebay with this issue the seller is still trading and i believe he will do it again & again
