Maybe they are doing what I do when I do a deal for somebody - ridiculous BIN, with them knowing the correct offer amount.

Saves the listing going to somebody it's not meant for.

Or they're out of stock and don't realise they can use the OOS function these days.

They only have one set left and the others have sold for $13.95.   It is pretty obvious they don't want a sale until they replenish their stock.

I have been looking for a mobile phone.....found what I was interested in but it was listed for $999.00 when it had previously been selling for less than $70.00

Yep, looks like they have intentionally increased their price to retain their place in searches until they get more stock.
