The answer would depend on

1. How long ago you bought the item ?

2. What was the ETA of the item ?

3. What does the tracking show ?

4. What is the item number (RHS of the listing page) ?

It depends what you mean by ripped off and when.

If you mean you ordered something recently and it didn't arrive or else it wasn't what you ordered, it was very clearly not as described, then you don't need to contact ebay as such, you can go through and automatically open a claim for a refund.

If by ripped off you mean you got what you ordered but you're disappointed with it or that you now think you paid too much, then too bad, it was your decision to buy and ebay would not be interested.

If by ripped off you mean the seller misled you in some way, then you could contact ebay chat.
