Going by your post, I take it that it was a pick up item ? if it was and you weren't happy with it, I would have not bought it. Is that the case ?

Isn't the meaning of 'as new' it has had little use well cared for and like new?
New - means brand new never used.

If you are unhappy with the condition, as long as it wasn't a pick up item, contact the seller and ask them to resolve the problem. If they won't help then you can open a dispute because the item wasn't as described.

I also agree.
It is annoying if someone lists a thing as brand new and it isn't. I don't think you report it as such but you can put in a dispute to say item not as described and you can mention it in feedback.

There is a definite differences between "new" and "as new".
"As New" does not mean brand new. To paraphrase ebay's book conditions for example:
Brand new
A new, unread, unused item.
Like new
An item that looks new but has been used, no visible wear or very minimal wear and tear.
And, I really hate this new thinking where everyone wants to report, report, dispute, defect, etc.

You inspect it - you think it's not new - you don't want it - you don't buy it.
I don't see any necessity to report anything.
