why is there there no help or assistance for buyers after the seller keeps promising and promising that goods will arrive, and then they dont and now seller wont refund full amount? now its over the '45 days' and no-one will help me?

Why did you let it go so long?   You mentioned in your message about the 45 day limit, so you were aware of it.  If the seller kept stalling for time, you should have opened the case sooner.

As you have passed the 45 days, there's not a lot you can do as far as getting a refund goes. However, if it's less than 60 days, you can still leave them negative feedback and trash their star rating by giving 1 star for each thing.

 

In future, if it gets to 40 days, open a case and then escalate to a claim.
