when trying to pay a buyer offering both paypal and credit card options ,both options were declined

I was making a purchase. The buyer offers payment options of Paypal or credit card.  When trying to pay by Paypal , it flashed back with a message about Paypal not a valid form of payment and said a credit card is to be used.

When trying to use a credit card , the message said credit card not a valid form of payment , Paypal is to be used.  

Has this happened to anyone else ? They simply do not want to sell ?

This sounds more like an eBay site issue than a seller issue - are they a new seller, or have they sold other things?

Its a site issue I had issues paying ebay fees 2 days ago it would not accept PayPal so I know it was a glitch. I shut my computer down and tried a couple of hours later and it went through.
