Eagle symbol on old saddlebag ID please

Hi everyone. Can you help to ID this symbol please. I belive is is on a old leather saddlebag/tool kit bag that hangs off the back of a motorcycle seat or bike seat. It might be a bit big for a bicycle though. Symbol features an eagle with a cross. Thanks.

 it looks like a Thunderbird symbol (theres a T inset at the bottom) Made for a Triumph Thunderbird ? a pannier bag perhaps.
