Items purchased on the 1st of January for $2000+.
Same items on the 2nd of January had the HGTSNS discount valued at $200.
Is it possible to obtain this discount post payment in this circumstance?

You could ask the seller, if it was their discount, but it's doubtful if they would give you a retrospective discount similarly if it was an eBay discount.
Edit. I see that it was an eBay discount voucher, so you could try asking eBay CS reps for the discount, but I suspect you'll be out of luck.

It would be lovely for buyers if discounts with specific T&Cs (including starting date) could apply retrospectively, but… sadly not.
