Is this about the $m's Abbott promised but they aren't eligible for it now, because they don't meet the requirements?

It looks like they no choice if they can't meet the requirements, or don't want to commit to the long term.
But Mondelez spokeswoman Amanda Banfield said the company could not meet government conditions attached to the grant, including growing production volumes by 20 per cent.
"It reached a point where it was clear that we could not satisfy the grant criteria and it's for that reason that we've decided to withdraw our application," she said.
"Specifically what we couldn't satisfy was the requirement that we were able to sign up to significantly increasing volumes through our plant here in Claremont.
"That was dependent on us accessing some substantial new export volume orders.
"We don't have those orders today and therefore it wasn't possible for us to sign up to the grant criteria."
Ms Banfield said Cadbury would instead invest a significantly less sum of $20 million of its own money into upgrading its plant.

No big loss, cadbury is halal certified (islamic sharia law compliant). I haven't bought ANY for years.
