I see the pic as a routine check for weapons etc. Very necessary IMO.

It is 100% necessary to search all persons entering Australian territory. Adults do hide weapons and drugs on children. The search is required and justified.

I am not sure you could suggest this is even close to 3 stars?
I think it might be apt for him to say he doesn't apologise for the fact they are slum accommodations.... or worse.
