re City located skip bins : I know there must be a procedure in checking for any people lodging overnight out of inclement weather before truck compacting but coronavirus can inhibit so quickly i would imagine some victims may not respond
Does anyone know the procedure to ensure no accidental burials ?

It's on the same planet but hardly the same country. Or systems.
Most commercial bins (skip bins have an entirely different definition in Australia) have locks on them these days, so unless the homeless person jumped into it between the unlocking and the emptying, unlikely.
Proven by you only being able to find an instance from the other side of the world, a year and a half ago.

I’ve been to Victoria in Canada. It is the capital of British Columbia. Very nice place, would love to go back there one day.

Is ok , the city i was wondering about is legally mandated and do provide shelter for all in need , so I suppose the "dumpmaster" bins would not be required - and as someone here mentioned are locked anyhow.
