I want an answer who is liable for my item. The seller or the Ebay Global Shipping System?

I bought an item from the US and it arrives in the post office with a big box but nothing inside. Send a message to the seller and the reply is : (This item was shipped through eBays Global Shipping System. Unfortunately we don't have any way to help with this matter. Seeing as how eBay was who shipped you the item you'll have to contact them concerning this matter.)

this is the first time it happens on my transaction on ebay does Ebay Global Shipping can answer this matter?

 Cheers,

Ken

Unfortunately the seller is correct.

Once your item has been received at the GSP depot in Erlanger KY the seller has no control over what happens to it.  The GSP is responsible for the safe packaging of the item for onshipping to Australia and it sounds like they stuffed up and did not ship the actual item.

About all you can do is open a dispute for item not as described.   Do NOT use the option of Item not Received as there is proof that you did receive a box....you will lose the dispute.
