If some-one changes thier userid, the feedback left and received stays with the new id. They would have to start a brand new id, with no feedback, to remove any evidence of bad behaviour. (Assuming by bad behaviour you mean false positives left by other sellers, or a habit of leaving less than positive feedback themselves.)
