You cannot leave negative feedback. Sellers have not been able to leave negatives for buyers for some years now.
You should open a non paying bidder dispute after 4 days and exactly 4 days later you can close it and issue the buyer a strike on their account.
This will prevent the buyer buying from any sellers who hav their blocks in place and is a lot more practical than red dots.
