Hi, I want to sell hand tools made by a company that I don't represent.
Can I use that company part numbering system to identify and sell those hand tools?

Yes you can use the part number.
It is a practice often used in the car industry. It helps identify an item.
Whether the company wants you to be a reseller of the items is another matter.
eBay have the VERO program which prevents goods being sold if it is not the wishes of the rights owner.
And eBay will remove listings if instructed by the company.
But if you are permitted by the company to resell their new or used items then I don't see a problem.
