if you put their ID on your Block Bidder list ... yes you can see them there
if you mean people that bid on your items but were blocked because of blocks in your Site Preferences, you cannot see their names but you can see what they bid on and when under your Account Tab.> Site Preferences > Buyer Requirements Activity Log
