$10 special offer - PayPal

I just noticed that PayPal gave me a $10 special offer credit on my eBay fees that were debited on 16th March.

The eBay fees were $26.79, but PayPal auto debited $16.79 and applied the special offer of $10.

Any idea what this offer was for, as I didn't sign up for any promotions?

Not complaining, just curious! 🙂

Not heard of any promos, and couldn't turn up anything from a google search, so have no idea....
