One small error in you comment, there are actually somewhere over 25 million shareholders in Australia Post.
But in reality there are 2 shareholders.
Correction.
Only 1.

Australia Post is wholly owned by the Australian Government represented by two Shareholder Ministers, the Minister for Finance and the Minister for Communications, Urban Infrastructure, Cities and the Arts.
Only Represented.
Not personally - financially - interested.

2024 price increases confirmed for Wednesday 3 April 2024 (AP chose not to use Monday 1 April !). Time to stock up on prepaid envelopes at the old rate to save on the 20-25% increase.

Did it before New Year.
Hopefully have enough to cover me before I stock up at the new rates before the next rise.

One week after the price increase we cannot buy $1.50 stamps in store or online. Local Post Office offered box of 100 x $1.20 and 300 x 10c stamps !
Australia Post had 5 MONTHS to get stock ready after the announcement in November 2023 which was never going to be knocked back... nothing like the taste of glue on your tongue ?

Formal approval didnt go thru until February, did you expect them to print millions of stamps and than bin them if approval didnt happen. They have being knocked back in the past.

I imagine they are trying to move on old stock first, which is sensible business practice. Our PO was able to supply 30c stamps - probably your PO had run out. Our PO is closing down end of May and they are not routinely re-supplying them with out of stock items - again sounds sensible to me, even if it inconveniences some customers. Many have already moved on to their next choice PO. There are some great bargains in the Clearance baskets.
