Best offer confusion with overseas watchers

I've found making best offers to watchers - which sends them out anon, has been sending them to international buyers too.

which wouldn't normally be an issue, but I've recently changed my listings to not sell outside australia due to covid delays.

someone from germany just emailed to say they'd like to buy but are restricted

a)  why are they getting these offers - how can i avoid o/s watchers receiving them

and

b) how do I temporarily overide the exclusions to send to a specific country with a flat rate on one item when asked.

Possibly because they had added them to their watch list before you canned overseas sales, but it was still showing. Just guessing. 

There is a setting somewhere where you can exempt a buyer from being blocked, but I can't remember where it is to add their name so they can buy.

There were no watchers on the item before I blocked int sales - that theory doesn’t fit
