Good till cancelled and free listings

Can anyone tell me why "Good till cancelled" items that automatically relist do not come off your free listings but off your normal shop free quota?

The free listings are only for new listings not rollovers.

Good ‘Til Cancelled Listings

• Only Good ‘Til Cancelled listings created during the Promotion Period will be eligible for the Promotion.

With the current promo period, I've been ending some listings (no watchers etc), and then relisting them straight away so that they qualify for the the promo - the most it could save me is about $10, but it only takes a couple of seconds.
