Have to wait 21 days for Pay Pal to release money?,

Seems Pay Pal can hold money on sellers that have small number of sales, they can keep money for 21 days, even though sales are completed, received good feedback from buyer,  tracking numbers supplied, also, I have a 100 rating on ebay,  have never had any disputes or complaints from buyers,   but pay Pal still want to hold my money for 21 days, anyone else experiencing this?.

ring paypal  and read them the riot act.  get really tough, stand your ground, threaten to go to Financial serices obudsman, etc.  But don't be rude,  just go on and on about how it's not right and how it's inconvenient to you as you've paid the postage, the customer has the goods etc.  they will release your funds immediately.  I did it and got my money, so good luck.
