I have been told there are 200 free listings for 3/2/14 to 9/2/14

I have been told that there are 200 free listings for everyone if they take up the offer, from 3/2/14 to 9/2/14, but I cannot find it on my ebay pages.  Can someone please tell me where to find this?

First of all you Ebay has to give you the offer,everyone doesn't receive it.

scroll to bottom of page and there will be the offer and a box to click to Accept Offer
