If you're on Managed Payments you will only pay fees if/when you sell something. If you are a new seller the funds will be held for 30 days, but you will still need to post within your handling time.

New listings don't go live immediately - it can take up to 24 hours (as noted by eBay when you listed the items).

When you are on managed payments the listing counter does not move, because you have 250,000 free listings every month - nothing to worry about.
