Sellers have not been able to leave negs for many years due to retaliatory negs.
No point anyway as a buyer can still buy with negs.
The new system is to open a non payer case and close it 4 days later.
That way you get your fee back, buyer gets a strike and with 2 or more strikes they cannot bid or buy with sellers that block non payers.
Firstly open a case in resolve a problem then set your blocks in site prefs under the account tab.
Select buyer req, then set blocks and you can add anyone to a Blocked bidders list.
