Thats because you have to block countrys you dont want to post to.
To block buyers in countries you don't want to post to:
Go to My eBay.
Click the Account tab, and then click the Site Preferences link in the left navigation.
In the Selling Preferences section, scroll to Postage preferences, and then click the Show link.
Next to Exclude postage locations from your listings, click the Edit link.
Select one or more continents to exclude all countries on those continents. Or select Show all countries and check the specific countries you don't want to post to.
All excluded countries you selected will appear on the lower section of the page. You can select a check box to apply these exclusions to all current live listings.
Click the Apply button to save your requirements
