If you don't have an ABN you can skip that section, but you will need to provide either your drivers licence or a passport. All fees are now deducted upfront and just the balance is sent to your bank account. No more Paypal. It's been in place since July 2020 and there were many emails about it.
You won't be able to sell until you are verified.
On top of that, since you are an infrequent seller, Ebay will hold on to your funds for at least 21-30 days, until you can show items are delivered (ie: with tracking), and have no disputes opened against you.
