Still received an invoice even thought the buyer cancelled on me

Why am I unable to contact eBay for eBay ripping me off? It gives me the avenues for buyers and seller compaints but I am unable to dispute a fee I was charged for a product that I was unable to sell because the buyer ends up changing their mind.

How do I disupute these promotion fees?
