Whose time zone should apply? Buyers or sellers?

If I have an item listed and it is bought by someone in a different time zone shouldn't the sale be in my time zone date and time.

 

I have a sale that is showing as being a few hours and a date later than it occurred 

 

I want to start a dispute as soon as possible because I don't think the buyer will go ahead with the purchase but instead of starting it before going to bed at night this irregularity will mean I have to wait until the next morning to start the dispute unless I st the alarm for the middle of the night.

 

Yes I know it is only a tiny amount of time but I need to clear stuff within the next week so need to relist asap.

all eBay time is set at Sydney time, currently Eastern SummerTime.  no other times apply on eBay Aust

And the waiting time is 4 days, regardless. If it was bought in the middle of the night your time, then that will be the time a dispute can be opened.
