ebay have the strike system.
When a buyer doesn't pay, a seller should open and close a case. Buyer gets a strike and can't bid or buy from sellers that have blocks on their accounts to block buyers with 2 strikes or more.
To set blocks, hover over account, select site prefs and buyer requirements. Then show n edit to the right.
Set blocks and save.
