"Free subtitle credits to promote your Plus items" Offer not working

Received this offer today, but the "Learn more" link does not work, so I don't know whether to accept it or not. Rang ebay who indicated there is a problem with this offer. Has anyone else received it, or been able to use it?

They really seem to be flogging ebay plus. Mightn't be going too well, perhaps.

I didn't get it, but I deliberately don't qualify for Plus listings, so I have nothing to promote.

I ended up accepting the offer, but it's now been deleted for me also. What a waste of time ...
