Supposedly. I have heard of people still being contacted though. If the buyer has a current transaction with you, e.g an unpaid item, then they can still contact you until that transaction expires after 60 days.

From what others have said previously they can still contact you through the link on your feedback page. Of course you do not have to read them and can just delete them without opening them.
