This was stopped several years ago as sellers were leaving retaliatory negs for buyers who had done nothing wrong other than leave a neg for the seller.
DO NOT leave a false +ive either or you may be sanctioned if the buyer reports it.
If it was because they did not pay you can open a dispute for non payment 4 days after the sale and then 4 days later close it and they get a strike and sellers can put blocks in place to stop buyers with more than 1 strike in a 12 month period from bidding or buying form them.
If you are going to buy and sell then have another ID so you have 1 for buying and 1 for selling and more so if you are reselling what you are buying
