why does my listing not have a promo code?

Hi,

I'm a seller of LEGO sets. I have noticed recently all of my listings do not have a promo code available on them.

Whilst other LEGO sellers do. These other LEGO sellers are both big and small in size. 

for this persons listing EBAY offers a 10% off PRETZEL code.

My lisitng does not have such a code.

I have tried to contact EBAY and they say its done by EBAY marketing and they are not contactable by a EBAY seller. 

I have had these codes apply to my listing from time to time and they are very helpful for boosting sales. I'm just wondering why all other sellers have this code now and I do not. Does anyone know the criteria needed to be included in this marketing push.?

I think there are some promotions that are done for sellers who have submitted their items for consideration using this section:

https://submissions.ebay.com.au/

It's you've not used this tool, there are some promotions you will never be on. If you have used the tool, I'm pretty sure it says that you may not be selected for every promotion.
