why i can not change shipping method from LOCAL PICK UP to Freight?

when i change my listing from Local Pickup to Freight (bulky and Large items), it is nother happened, can not change it. could you please someone help?

If you have the new method of creating postage policy, create a new one.

First select create postage policy then give it a name such as freight.

Select freight, save and complete the listing.
