eBay's base selling fee is 9.9% + GST, so I don't understand either.

It should be over $6.50. Count yourself lucky.

You're better off contacting eBay customer support, they're unlikely to give you a "why" (and even if they do, it'd just be some form of "technical error"), but they should credit any fees charged incorrectly.
