I am trying to cancel a transaction so i can refund a buyer. However as I had originaly opened a non payment case, which is now closed, I am unable to cancel the transaction. The buyer did pay, however he has not accepted the postage quote and refuses to pay any additional costs. I offerred a refund or i would pay 50% of the additional postage, he wants a refund.
Please advise how I can do this.

Did you open a dispute before sending an invoice with postage on? Or did buyer just pay listed price without adding postage? I see that some of your listings dont include postage, so wont show on invoice until you add them.
You can refund direct from paypal if you cant work it out via ebay.

A bit off topic but I just clicked on all of your listings where no postage is specified and you have written that buyers should calculate postage before buying. So I click on Calculate and this is what shows- Postage can't be calculated. Please enter a valid postcode.
My postcode is valid.

You can't cancel the transaction on eBay because it's already cancelled via the UPI dispute.
You'll have to refund them directly from PayPal (or however they paid).
