It is not a technical issue, it is the rules

Especially since you have not bought for a over a year, and especially if you are suddenly trying to buy a lot of stuff, or something expensive

Would you rather eBay did'nt have such features?

Easy,  limit the number of items you attempt to purchase,  or it could be the total $ amount that is a problem

You are a very new member so they dont want you ordering 2 million items, worth a trillion dollars
