I had purchase an item, it was extremely late and e-bay made the refund. Now seller asking for payment again, need to know did that seller not get payment at all, or did ebay refund me after the case was found in my favour?

Do I need to always reset my pages to Brisbane when looking to buy furniture ect, to pick up locally?
