Why are sites supplying out of China list their prices in Russian rubles and the delivery address default to an address in Russia

Not sure although I have ordered product and if I enter my address physically each time I don't have a problem.I have the problem when I nominate Pay Pal and I am taken straight to my Pay Pal site.
